Mission Avenue Complete Street

Oceanside , CA , United States
At a Glance: Mission Avenue Streetscape is a “complete green street” in Oceanside, San Diego County. This project implemented a ‘road diet’ to support local businesses, make the area more enjoyable, and include storm water BMPs.
The challenges this project addresses are: Coastal & Tidal Flooding, Stormwater Management, Small Business, Transportation, Mobility, Access
Mission Avenue is a major connection from the I-5 freeway to the Pacific Ocean, making it a popular thoroughfare for vehicular and pedestrian traffic. The City of Oceanside was interested in encouraging patronage to local businesses and in making the area more pedestrian friendly.
The City of Oceanside used/is using a complete street to address this/these challenge(s).
This project converted the two-way Mission Avenue into a one-way couplet scenario (where Mission Avenue now directs traffic west and Seagaze Drive directs traffic east) with a mix of bicycle, pedestrian, and roadway improvements. Upgrades included: Widened sidewalks (from 7 to 15 feet) with curb bulb-outs, the installation of ten bicycle racks for bike parking, and other streetscape improvements like landscaping, lighting, upgraded traffic signals and street furniture. This was a transportation project at its core, but it also provided a significant contribution to storm water management in the area. Storm water BMPs included infiltration basins with large planters flanking the right-of-way. These upgrades help to capture roadway pollutants near the Pacific Ocean and reduce coastal erosion and sediment runoff while restoring water to the water table during rain events.
Outcomes:
  • Increased patronage to local businesses
  • Bypass of direct stormwater discharge to the Pacific Ocean
  • Reduced erosion and sediment runoff into water bodies
Local Government Champion: The City of Oceanside Public Works Division
Something Unique: This complete street includes bicycle, pedestrian, and roadway improvements along with effective stormwater BMPs
